Project Manager – Power T&D
Locations: Central New Jersey, Delaware, Maryland, and Pennsylvania


Our well regarded national client has recently been engaged to provide program management and owner engineering services for a major utility. They are seeking experienced Project Managers with background in electric utility T&D projects for full-time positions that will focus on executing deliverables as Owners Engineer. As a key member of the Power Delivery team you will be responsible for the timely and efficient coordination and delivery of medium and high voltage (12kV – 500kV) Substation projects, varying in size and complexity. You will be responsible for managing Substation and Transmission Line project delivery through the complete lifecycle from planning, preliminary and final engineering to procurement, construction, and pre-commissioning (including QA and safety). You will be responsible for the successful performance and management of all project resources, in-house and outsourced. Your communication expertise and ability to interface with the client and all project stakeholders is critical. Your ability to promote a culture of teamwork and best practices will be keys to your success.

In addition, you will review engineering, design, and construction deliverables to assure that client expectations are met as well as contractual obligations and compliance with industry standards/policies.
You will be engaged in managing all elements of the project including:

  • Pre-construction, Project Execution, and Pre-commissioning
  • Permitting, Procurement and Resource Allocation
  • Subcontractors and client interface
  • Safety

Requirements:

  • Minimum of 8 – 10 years of project and management experience on high voltage (12kV+) infrastructure, with a national consulting company or directly with a major utility company
  • PMP (Project Management Professional) certification preferred
  • Applicable experience in substation and/or transmission line design-build projects
  • Degree in Engineering or equivalent from a recognized institution

​The Construction Manager will be responsible for managing and overseeing Power Delivery Projects and coordinating the daily activities of assigned contractor crews to assure high standards of safety, security, environmental compliance, and assuring uninterrupted service is delivered to customers in a timely and professional manner consistent with Company and regulatory requirements.
 
Key Accountabilities:

  • Provide leadership, technical expertise, contract interpretation and direction to assigned Electrical Transmission construction contractor personnel to ensure that high standards of safety, security and environmental compliance are developed and consistently followed at our construction contract job sites.
  • Work closely with Project Management Department, Engineering, Operations, Contract Personnel and others to develop a construction work plan that closely coincides with and facilitates timely effective completion of projects assigned in the construction contract work plans.
  • Take a proactive role interfacing with engineering, design, and stakeholders to fully understand contract program needs and ensure that promised commitments are delivered on time and within budget.
  • Participate in construction conference calls and meetings to report on status of assigned construction projects and maintenance work. Ensure safe and reliable construction and maintenance of the substation systems consistent with company goals, objectives and policies, in full compliance with existing and relevant emerging government codes and regulations.
  • Coordinate with department supervisors, field contract personnel, contractors and others to ensure that substation construction and maintenance work is scheduled in a timely manner to support and complement internal and external construction work to meet high quality work standards and construction practices.
  • Document contract crew activities, prepare and present periodic oral and written update reports and verify the accuracy of contractor invoicing. Report on job progress utilizing a web-based reporting database.
  • Assure that assigned field personnel are properly directed, trained and evaluated within Company guidelines and procedures, and environmental and safety regulations are consistently followed.
  • Assure that required equipment, materials and tools used by assigned personnel are available and stocked.
  • Maintain a thorough understanding of department emergency response procedures to help arrange and provide contractor storm emergency resource support as needed.
  • Coordinate with internal and external resources for pre-bid and pre-construction meetings as required.
  • Work closely with department management and provide leadership to ensure that organizational goals are communicated to assigned field construction personnel and contractors.

Requirements

  • 10+ years of progressively responsible experience in construction, operation and maintenance of utility facilities.
  • Transmission or Substation construction management experience required.
  • 2 year OR 4-year Degree in a related engineering discipline and/or significant relevant construction experience, education and development in all aspects of utility construction operations.
  • Strong knowledge of Federal, State, OSHA, local, company Safety and Environmental rules and regulations.
  • Ability to read job cards, prints, specifications, drawings, schematics, one line diagrams, instructional information and contract documents to construct, maintain and troubleshoot transmission lines and equipment.
  • Thorough understanding of electrical principles and the hazards associated with electrical distribution work.
  • Good mechanical aptitude.
  • Knowledge of company maintenance practices, safe work practices, Clearance & Control rules and Labor contracts.
  • Field experience with switching and tagging, and ability to qualify as a higher authority/control authority.
  • Hands-on experience with successful delivery of challenging Substation and Transmission construction projects
  • Able to travel throughout the service territory and willing to work extended hours when job requires and for system emergencies.

Job Summary
Under the direction of a Distribution Designer Supervisor or experienced staff, perform detailed design of overhead and/or underground electric distribution systems. This work includes the preparation of field notes, drawings, specifications and design estimates.
Overview of Duties

  • Design and prepare independently, construction orders related to overhead, underground facilities associated with electric distribution systems applying prescribed standards, guides, specifications and procedures.
  • Contact landowners and/or their agents, to negotiate agreement of Rights of Way (easements) for proposed utility equipment. Obtain necessary contact and tax map information for easement processing.
  • Apply the client’s standards, guidelines, specifications, practices and procedures or appropriate industry standards in preparing layouts of overhead and/or underground electric distribution facilities.
  • Prepare design sketches, cost estimates, bill of materials and any other required documents and reports for construction and maintenance projects.
  • Assist in the performance of load studies on distribution transformers, investigate circuit overloads and voltage complaints to determine necessary corrective action.
  • Prepare and submit required reports and correspondence.
    • Utilize client and company information systems to track and update design activities.
    • Shall have a working knowledge of the practices and procedures pertaining to technical matters in electric distribution design.
      • Assist in the gathering of information from field notes.
      • Perform tasks such as digitizing, copying and scanning of drawings, prints and maps.
      • Assist in the acquisition of field data.
      • Achieve weekly billable goal as defined by the project guidelines.
      • Perform other duties as assigned.

Responsible for coordinating and monitoring work connected with the testing and commissioning of electrical transmission substations.
Responsibilities may include the following:

  • Oversight of project specific testing activities
  • Provide interface between testing contractors/subcontractors and client
  • Create project specific testing and commissioning plans
  • Create project specific site work plans
  • Review of test data to client standards and review of in-service test data (load flow verification)
  • Monitor protective relay testing and review of relay settings
  • Monitor functional testing in accordance with the three-line current and potential and schematic diagrams
  • Monitor and review of testing of SCADA and communication systems
  • Troubleshoot issues that arise during testing activities

Essential skills and experience:

  • Bachelor’s degree in Electrical Engineering, or equivalent experience
  • 7 or more years of experience in commissioning and startup for high voltage substations
  • Knowledge of testing, commissioning, maintenance, and power system theory including HV substation and line protection
  • Familiarity with microprocessor protection relays used in electric utility substations. Should have a knowledge of relays from ABB, AREVA, Siemens, GE, SEL, etc.
  • Ability to read and understand AC and DC Schematic Diagrams and Wiring Diagrams for electric utility substations. This includes schematics and wiring diagrams for transmission line protection, transformer protection, bus differential protection, breaker failure protection, etc.
  • Proficiency with MS Office applications

Responsibilities

  • This position will offer you the ability to directly apply your knowledge of protective relaying and controls systems for HV and EHV substations. You will work on a wide range of substation modifications and upgrades to support client requirements and reviews including creating calculations, document designs, and specifications. 
  • You will be responsible for preparing relaying philosophies, including selecting relay, control, and communications equipment, developing SCADA and telecommunication concepts and configurations, and overseeing the preparation of I/O assignments and connection diagrams. 
  • You will be responsible for guiding junior and senior-level engineers and designers in protection and controls engineering design efforts, including providing guidance with the coordination of detailed design phases for all aspects of the engineering work.
  • You will work on challenging assignments that include investigating, trouble-shooting, and solving a wide variety of engineering issues.
  • You will perform analysis and design of single line diagrams, substation relaying & metering diagrams (i.e. A.C. schematic diagrams), and D.C. Schematic diagrams.
  • Prepare engineering studies for client and peer review.
  • Perform independent reviews of work performed by others including calculations and drawing preparation.
  • Coordinate and provide guidance to other engineers, project managers, client personnel, and suppliers to ensure a complete and timely design. 
  • Perform reviews of existing facilities to propose upgrades and replacements, and present findings and recommendations to clients and peers.
  • Provide guidance as a mentor in the development of less experienced engineers.
  • There is the potential for you to travel to client and vendor offices for design reviews and to plant site locations for construction coordination and field verification of designs.​


Essential skills and experience:

  • This position requires a BSEE with a power systems or controls emphasis from an ABET-accredited engineering program
  • 8 or more years experience with a focus on protection / control / telecommunications for high voltage substations; including design, installation, and coordination.
  • Experience with serving as firm/client liaison in a support or lead engineering role
  • Experience in writing and providing support documentation for relay calculations.
  • Experience with the design techniques, tools, and principles involved in the production of technical plans, blueprints, drawings, and models.
  • Proficiency with any of the following programs: SKM, ETAP, ASPEN, CDEGS, or vendor software.
  • Familiarity with design codes and standards, such as NEC, NESC, NEMA, IEEE and ANSI. 
  • Experience with various vendor protective relay equipment typically used in substation protection, including SEL, ABB, GE, Areva, and Basler.
  • Proficiency with MS Office applications. 
  • Excellent written and verbal communication skills.

Valued but not required skills and experience:

  • Prior experience is desirable to include in-line, bus and equipment protection, breaker, transformer and similar equipment control, RTU and data concentrator based SCADA systems, telemetering and communications (fiber optics, microwave, power line carrier, etc.).
  • AutoCAD or MicroStation experience.
  • Construction and start-up experience.
  • Testing or commissioning experience.

Substation Engineer Responsibilities ​

  • Resolve HV engineering issues throughout detailed design as well as the construction phase of the project 
  • Review, comment on and approve the final Construction Sequence and the Detailed Outage Plan
  • Review equipment drawings and designs (including GIS, switchgear, circuit breaker, transformer, etc.) and resolve related issues
  • Attend all design review meetings, and all emergent project meetings related to design and engineering.
  • Responses to all RFIs, design issues and construction change orders related to HV engineering activities.
  • Support the commissioning of HV equipment
  • Review, comment on and approve the Construction Sequence from a civil perspective
  • Review equipment drawings and designs (including GIS, switchgear, circuit breaker, transformer, etc.) Provide comments on equipment drawings and designs as it relates to the substation civil discipline.
  • Review material specification submittals and third-party testing results
  • Support civil construction bidding activities
  • Responses to all RFIs, design and engineering issues, and/or change orders related to SPC engineering activities
  • Attend all review meetings and all emergent project meetings related to design and engineering.
  • Review and comment on SPC scope document(s).
  • Resolve SPC engineering issues from detailed design phase until completion of construction phase of the project.
  • Review equipment drawings, designs, and calculations (including GIS, switchgear, circuit breaker, transformer, etc.) Provide comments on equipment drawings and designs as it relates to the SPC discipline.

Responsibilities
This position will offer you the opportunity to work in a project team environment with engineers and other designers involved in high voltage substation design. Your responsibilities will include preparation of the following design deliverables based on input from substation design and protection and control engineers:

  • Single Line Relaying & Metering Diagrams
  • AC & DC Schematic Diagrams
  • Equipment Interconnection Wiring Diagrams
  • Cable Schedules

Other responsibilities include, but are not limited to: 

  • Providing technical guidance and mentoring to new designers.
  • Interpreting and incorporating vendor information into design deliverables.
  • Conducting walkdowns at client substation facilities.


Qualifications
This position requires minimum 5 years experience in the preparation and review of wiring diagrams for high voltage substations (138kV and above).
 
Essential skills and experience:

  • An Associate’s Degree in drafting or equivalent technical experience.
  • Advanced knowledge of computer drafting tools (i.e. AutoCAD or MicroStation).
  • Ability to visualize parts in 3D without the aid of the computer.
  • Ability to multi-task from project to project.
  • Knowledge of design techniques, tools, and principles involved in production of technical plans, blueprints, drawings, and models.
  • Knowledge of the practical application of engineering science and technology, including the ability to relate various equipment to a technical design.
